Kapag- to dare to ask a question. When kapaN- is used there is s.t. compelling you to ask. The difference between nilaw aku and nilaw niyaku is that the question with aku is directed to s.t. about aku. With niyaku the question is about s.t. else as when wanting to know the answer or reason for s.t.
Wā ya nilaw aku bong sumilan ku lome.
He's always asking me when I am leaving on a trip.

To be able/willing to be asked questions. (Most often used with the negative.)
You can't ask that teacher any questions.
