To refuse to give or pay s.t. (to the rightful owner, esp. about repaying money).
For example we have some of our companion’s possessions. Then he comes to get them but we don’t give them. Then his relatives say, “Don’t refuse to give the possessions of your companion.”
If there is a man who has abducted a girl and then he doesn’t pay the penalty, one says, the man refuses, he does not give.
