The supervisor of the territorial agreement of the public forest in Pannal is effective because no one has violated it.
The supervisor polices the actions of people from his own village who might enter the territory for which he is responsible. He is responsible for policing activities of people of his village within the territory of that village. If two villages are involved in the agreement, the territory he polices is that of the other village. Offences which require attention include cutting of trees, killing within the territory or carrying a dead body, body part such as a head of someone killed, stolen property such as an animal through the territory. Typically he belongs to a large co-operative group of blood relatives, hintutūlang, and is a respected man in the village. He is given a spear by the village with which his village has an agreement in recognition of his position. The position is inherited as long as the agreement is in force.
