For someone (agent muɴ-) to report something (theme i-) to government authorities to get help, as to report something lost; a grievance against someone who has wronged one.
Disputes between parties are normally settled by negotiation by relatives of the two sides in the dispute. If a settlement cannot be reached, the aggrieved party can then go to the outside government representative, kapitan, and through him to higher authorities if necessary to try to get redress.
